That first step using an electrolytic cell puts one off, but follow the link to an article about catalytic electrolysis of urea. It does an energy balance, claiming that hydrogen from urea is 70% cheaper thermodynamically than hydrogen from water. There are practical details to handle, of course, but it does make more sense than may immediately appear.
One could wish for more detail, but the comment stream attached to the article provide some of it.
Does anyone know the conversion from hours to joules?
Error in my post above: that 70% should be 30%, so the margin is smaller than I first thought.
