Tilt-Shift photos are the ones that look like they are of a miniature scene, but are really a trick of the focus and depth-of-field. You can do it with a special lens, or with software. Which is now available online: Tilt Shift Maker

that looks to me like a reproduction of a tight depth of field (large aperture) shot, not necessarily a tilt and shift effect at all. tilt can be used to tilt the plane of focus. shift can be used to remove perspective from architectural shots.
